A driver has been arrested after a lorry containing about 20 tonnes of paper overturned.
About 150 litres (32 gallons) of diesel also spilled over the road at junction 12, for Eastleigh, following the one-vehicle collision at about 21:30 GMT on Sunday. The crash barrier was also damaged.
A 50-year-old man has been arrested for failing to provide a specimen, Hampshire Constabulary said.
The road was fully reopened at about 07:45 GMT. (from BBC News website)
